The article examines the perceptions and contributions of users, librarians, and partners regarding the activities of the B.P. Hasdeu Municipal Library in the context of developing a strategy for the period 2024-2028. In an environment marked by social and technological challenges, strategic planning has become an essential tool for adapting services and ensuring institutional relevance. The study is based in a participatory survey, which gathered opinions on strengths, strategic priorities, and development directions. The results underscore a balance between traditional library values, such as the promotion of reading and social cohesion, and contemporary demands, including digitization and the diversification of services. Among the most valued aspects are accessibility, the professionalism of the staff, and the diversity of collections. However, there is also a pressing need for infrastructure modernization and the expansion of technological facilities. Additionally, the data indicate a limited perception of the active roles of users and librarians in the innovation process, highlighting opportunities for greater involvement of these groups in future planning. The article emphasizes the importance of a strategy that integrates tradition and innovation by promoting inter-institutional collaborations, adapting to emerging technologies, and investing in staff development. These approaches are essential for libraries to effectively respond to community demands and reinforce their role as central cultural and educational institutions. The findings contribute to a deeper understanding of the mechanisms through which public libraries can develop tailored and relevant services, thereby fostering sustainability and social inclusion.
